§ Mr. BrittanIt is not practicable to give this information in respect of all persons who have ever been convicted of murder. For those released in England and Wales during the years 1969–78 inclusive the average was nine years and eleven months. This includes young offenders detained during Her Majesty's pleasure but not persons who had previously been released on licence and subsequently recalled to prison.
