asked the Secretary of State for Scotland what are the incentives available to new towns in Scotland to help them attract industry; and how these incentives compare with those available to special development areas.

Each of Scotland's five new towns is in a special development area and the Government's announcement in July, following the review of regional policy, confirmed that they will remain so. They therefore attract the full range of incentives for such areas.
