§ Mr. FoxThe provisions of the Control of Pollution Act 1974 that are not yet in force are sections 1, 12 to 14 and 24 in part I, and most of part II. Expenditure constraints mean that we cannot move as quickly as we would like towards full implementation of the Act, but we are examining the issues involved and will announce our conclusions as soon as we can.
