§ Mr. RifkindNo. I understand that, in most areas, district and regional councils find existing legislation an adequate basis for making arrangements for the maintenance of the gardens of the elderly and disabled. I am aware that there are difficulties within Lothian region, but this is a matter for the local authorities concerned to resolve.
