§ Mr. David MitchellThe Department has received a number of representations from small firms and organisations about difficulties small employers face in recruiting in various parts of the country, including areas where there is unemployment. This is a cause for concern and the Government are seeking to determine the reasons why there are difficulties. In this respect the Association of Independent Businesses' report provides some useful documentation from a sample of its members.
