§ Mr. Kenneth ClarkeWithin the United Kingdom both manufacturers and Government have substantial research and development programmes designed to determine ways of improving the safety of vehicles. In addition, we actively participate in the experimental safety vehicle programme, which is an international programme of co-ordinated research and development. Reasonable progress is being made, considering that in a complex technical field of this nature progress is bound to be gradual and to depend on careful evaluation and testing of new concepts.
