§ Mr. Kenneth ClarkeTranscripts are not normally taken at highway inquiries. My right hon. Friends the Minister of Transport and the Secretary of State for the Environment look to the inspector to provide them with a report of the proceedings. If he wishes to have a transcript, the Department makes the necessary arrangements and, subject to the views of the inspector, allows interested parties access to a copy when it becomes available.
Anybody can, at the discretion of the inspector, make a record of the proceedings in any form, provided that this does not interfere with the smooth running of the inquiry. There are no restrictions on the use of any such transcript.
