asked the Chancellor of the Exchequer what is his estimate of the number of individuals who have been put at a disadvantage by the withdrawal of child benefit allowances.

It is not possible to give a precise estimate, but, if one compares the position in April 1978 with that in April 1979 the great majority of families are better off as a result of the withdrawal of child tax allowances and their replacement by child benefit.
