§ Mr. ShoreI have considered carefully whether there is any special reason for departing from the long-established policy that the parties to a planning inquiry should be expected to bear their own costs. I am still considering in what circumstances it would be right to depart from this practice, but I have decided that there are no compelling grounds for making an exception in this case.
