§ Mr. Denis HowellAll water authorities are obliged to pre-notify proposed increases to the Price Commission at least 28 days in advance. The Commission has therefore already considered the Severn-Trent water authority's increased charges which came into effect on 1 April 1979, but decided not to conduct an investigation of the authority.
