asked the Secretary of State for Scotland, in view of the continuing difficulties over the siting of a petrochemical plant at Moss Morran in Fife, if he will hold discussions with the Shell/Esso consortium concerning a fresh examination of the East Banffshire coast with a view to siting the complex there.

Mr. Millan

No. Shell and Esso have withdrawn their application for petrochemical development in East Banffshire on grounds of cost of harbour works at Peterhead and I now have before me for decision their application for development at Moss Morran on which I am at present awaiting further representations from parties.
