asked the Secretary of State for Employment what steps the Government are taking to bring into force subsections 9(3) and 9(4) of the Employment and Training Act 1973 which relate to giving school leavers a written summary of vocation advice which they have received from career officers.

The Government propose, subject to consultations with local authority associations, to make a commencement order in September 1980, to bring subsections 9(3) and 9(4) of the Employment and Training Act 1973 into force a year later. These subsections require school leavers to be given written summaries of vocational advice, unless they have already been given statements of guidance which would have been included in the summaries. There are some other related provisions, about, for example, keeping copies and providing them on requests to parents or guardians. In 1981 the numbers of school leavers will be falling in most areas of the country so that this will not impose a serious burden on those authorities which do not already give written summaries of vocational advice.
