Mr. Haselhurst

asked the Secretary of State for Employment what percentage of participants in the youth opportunities programme is receiving any planned education and training as originally defined in the Holland report.

Mr. Golding

I am informed by the Manpower Services Commission that 5 per cent. of young people who entered the youth opportunities programme up to the end of February 1979 joined work preparation courses. The remainder entered the work experience elements of the programme. It is clear that some 10 to 15 per cent. of the latter received some further education or other systematic off-the-job training.
