HC Deb 02 April 1979 vol 965 cc451-2W
Mr. Rifkind

asked the Secretary of State for Scotland what appointments he has made of members of the Lothian regional council to the boards or councils of quasi-autonomous non-governmental organisations.

Mr. Millan

Full information is not readily available and could not be provided except at disproportionate cost.

Mr. Rifkind

asked the Secretary of State for Scotland whether, in making appointments of local government councillors to quasi-autonomous non-govern- mental organisations, he takes account of possible conflicts of interest which might arise for such councillors between their responsibilities to the councils of which they are elected members and to such quasi-autonomous non-governmental organisations.

Mr. Millan

In cases where councillors are appointed in a representative capacity to public bodies for which I have responsibility, I seek nominations either from the Convention of Scottish Local Authorities or from the appropriate council. Otherwise, invitations to serve are extended on a personal basis; and the primary considerations I take into account in making appointments are the qualifications and suitability of the individuals concerned.
