Mr. Grieve

asked the Secretary of State for Transport what proposals he has for dealing with the increasing damage to motorists on motorways caused by uncovered loads, and objects and rubbish falling from such loads.

Regulation 97 of the Motor Vehicles (Construction and Use) Regulations already requires that loads should be secured so that danger does not arise from their dropping or being blown off. This requirement is reinforced by a more detailed code of practice which can be taken into account in legal proceedings. I am not aware of any general problem of enforcement, though there are inevitably limits to the amount of effort which the police can give to this.
