HC Deb 24 October 1978 vol 955 cc855-6W
Mr. David Price

asked the Secretary of State for the Environment which of the recommendations of the Prime Minister's Committee on Local Government Rules of Conduct, Command Paper No. 5636 of May 1974, have now been implemented; what action he proposes to take on the remainder of the recommendations; and if he will make a statement.

Mr. Shore

Local authorities, in consultation as appropriate with representatives of its employees, are responsible for the implementation of those recommendations in the report of the Prime Minister's Committee on Local Government Rules of Conduct not requiring legislation. Information is not available to my Department about the action taken by local authorities in England in the light of those recommendations. The Government gave an undertaking not to reach decisions on the implementation of the remaining recommendations which involved changes in the law until the matters had been further considered by the Royal Commission on Standards of Conduct in Public Life, which reported in 1976. The remaining recommendations and the Commission's Report are being considered and a statement will be made in due course.
