§ Mr. Onslowasked the Secretary of State for the Environment if he will draft the regulations relating to the registers of water quality, which are to be maintained by each water authority following the proposed review of discharge consent conditions, so as to enable any instances of significant failure to comply with these conditions to be identified by members of the general public without recourse to technical advice.
