asked the Secretary of State for Scotland (1) what estimate he has made of the impact on Scottish transport and other costs of the plans to transfer vehicle tax to petrol tax by comparison with the rest of the United Kingdom;

(2) what plans he has to ease the cost of transport in those areas of Scotland which will suffer most from the transfer ofr vehicle licence tax to petrol tax.

Mr. Millan:

The Government's information paper gives details of the decision to change from VED to an enhanced petrol tax, and discusses the implications for car users. Although distances between communities can be greater in Scotland than in some other parts of the United Kingdom, annual mileages are not necessarily greater; this depends on work and leisure patterns.
