Mr. David Mitchell

asked the Chancellor of the Exchequer why Mr. Carter of Basingstoke who sought to earn a living as a self-employed painter and decorator instead of being on the dole, has been refused a 714 certificate due to having been unemployed.

Mr. Robert Sheldon,

pursuant to his reply [Official Report, 24th November 1978; Vol. 958, c. 786], gave the following answer:

The rules of confidentiality do not allow me to make public information about the affairs of individual taxpayers. I shall, however, write to the hon. Member about this case.
