asked the Secretary of State for Scotland how many local authorities in Scotland do not operate concessionary bus fare schemes for the elderly; and if he will list the authorities concerned.

Mr. McElhone:

Concessionary fare schemes for the elderly are the responsibility of regional and islands councils. Two do not at present operate schemes, but I understand that the Western Isles islands council is to introduce a scheme next April and that the Orkney islands council is considering whether a scheme would be feasible in its area.
