§ Mr. ConcannonI do not regard an increase in average earnings in one region as an aim to be pursued in isolation from the Government's wider purpose of working to raise the standard of living throughout the United Kingdom while taking full account in their policies and their allocation of resources of the special needs of less prosperous regions.
