Mr. Warren

asked the Secretary of State for Foreign and Commonwealth Affairs what representations he has made to the Government of Kenya to get them to meet their financial commitments for the payment of military disability pensions to United Kingdom citizens resident in the United Kingdom; and if he will undertake discussions with a view to withholding financial aid to Kenya until these pensions are paid up to date.

The Government recognise that the introduction by the Kenyan Government in February 1978 of revised payment procedures for this category of pensioners has involved hardship for the pensioners. Further representations have accordingly been made to the Kenyan authorities. My right hon. Friend believes that consideration of possible further courses of action should await the outcome of these representations.
