asked the Secretary of State for Foreign and Commonwealth Affairs if he will discuss with other members of the Commonwealth the desirability of sending elected rather than appointed representatives to meetings of the Inter-Parliamentary Union, the Commonwealth Parliamentary Association or other appropriate Parliaments.

No. The selection of delegates to attend meetings of the Inter-Parliamentary Union and the Commonwealth Parliamentary Association is the prerogative of each member group in the case of the IPU or branch in the case of the CPA.
