Mr. Gwynfor Evans

asked the Secretary of State for the Environment why, on the minimum list of parts and derivations of species listed on the appendices which was prepared by the United Kingdom, Switzerland and West Germany for the next meeting of the Convention on International Trade in Endangered Species, lizard and snake skins are exempted from the proposed controls on trade in complete skins and hides of listed reptiles.

They are not listed for exemption from controls. There may be special difficulties in identifying bleached and dyed lizard and snake skins for countries lacking specialist laboratory and technical support for their enforcement agencies so these skins are shown in the draft list as needing discussion at length by the parties to the convention. The United Kingdom already controls all reptile skins.
