They do not include the tax which would become collectable if the allowances were withdrawn from persons whose incomes are not reported to the Inland Revenue— mainly elderly persons with national insurance retirement pensions and possibly small amounts of other taxable income, which in total are too small to be liable to tax.
The costs of the single person's allowance and married person's allowance include the cost of the allowance to persons benefiting from the age allowance, up to the limit of the single and married allowance. The extra cost of the age allowances, on top of the single and married allowances, is shown in the table.
