§ Mr. John FraserI fully share my hon. Friend's concern about this dangerous practice. But there are so many products which can be misused in this way that it would not be practicable to ban their sale to young persons. I do not consider that legislation prohibiting the practice would be the right answer to this extremely difficult problem.
