Mr. William Hamilton

asked the Secretary of State for Scotland if he is satisfied with the operation of legislation which seeks to protect the continued existence of rights of way, in the light of the concern at the steady diminution in the number of such rights; and what steps he intends to take to halt this trend.

My right hon. Friend has no evidence of general defects in the legislation, and a joint working party of the Convention of Scottish Local Authorities and the Countryside Commision for Scotland did not recommend major changes. If my hon. Friend has any special problem in mind I shall be glad to hear from him.
