asked Her Majesty's Government:

Whether all Member States of the EEC apply the same interpretation to the Community rules which state that pedigree breeding stock does not rate for MCA payments; and how they reconcile the attitude taken by the Dutch and German Governments with their own.

Monetary Compensatory Amounts do not apply to trade in animals classified as pure-bred breeding animals. So long as a common definition of such livestock is not in force for tariff purposes Member States are free to employ their own definitions.
