§ Mr. HoramWe are satisfied that the standard of the driving test for motor cyclists is as good as it can be within the limits of practicality. We regret the current delay in providing test appointments which, as I have explained in reply to my hon. Friend the Member for Consett (Mr. Watkins) today, we are anxious to reduce. I have had various representations about the need for incentives to L riders to take training and then pass the test. We are considering whether, and, if so, how, these incentives should be provided.
