§ 25. Mr. Sproatasked the Secretary of State for Foreign and Commonwealth Affairs if he is satisfied with the availability of British newspapers and magazines to the general public in the Soviet Union, as provided for in the Helsinki Agreement.
§ Mr. LuardNo. Since 1975, there has been a small increase in the sales of British newspapers and magazines in the USSR. However, the total number imported is so small, and the conditions of sale are so restricted, that these publications cannot be said to be freely available to the Soviet public.
