asked the Secretary of State for Employment whether he has yet received the expected report on lower incomes from the Royal Commission on the Distribution of Income and Wealth; and if he will make a statement.

Mr. Booth

The sixth report of the Royal Commission on the Distribution of Income and Wealth, on lower incomes, has been received and is being published today as a Command Paper. In accordance with the reference made to the Commission in June 1976, it provides a comprehensive and objective analysis of incomes at lower levels and examines recent trends and the economic, social and other factors which give rise to low incomes.

Lord Diamond and his fellow commissioners have once again performed a notable public service by providing an authoritative factual analysis of the issues referred to them, as a basis for more informed debate and action by all concerned with improving the position of those on lower incomes.
