28. Mr. Silvester

asked the Secretary of State for Foreign and Commonwealth Affairs what information he has on the number of instances of non-compliance with the findings of the European Court of Human Rights since 14th January 1966.

Mr. Judd

Since February 1966, there have been nine judgments in which violations have been established by the European Court of Human Rights; the judgments of the Court are binding and in seven cases have been fully complied with.

Of the remaining two, both of which concern the United Kingdom, no action is called for in the Irish State case and Her Majesty's Government are considering the implications of last month's judgment in the Isle of Man birching case.
