§ Mr. Joel BarnettAs the hon. Member will know, the Commission is currently studying the idea of setting up a European Export Bank following the debate last year in the European Parliament. It would be sensible to await this appraisal before raising the issue at the Council of Ministers. But the United Kingdom will continue to encourage the Commission to press on with its study of the proposal.
