asked the Secretary of State for Wales which districts he proposes to designate under the Inner Urban Areas Bill.

Mr. John Morris

I have concluded that the following districts should be designated as envisaged in the Bill:

  • Blaenau Gwent
  • Cardiff
  • Newport
  • Rhondda
  • Swansea
I propose to designate them when the Bill is enacted. They would qualify for the powers described in Clauses 2 to 5 of the Bill: that is to say, they would not be "partnership" authorities.

There are, however, several other authorities in Wales with acute problems of urban and industrial decline. It is my intention that all such authorities should have access to the existing and future urban aid programme in Wales.
