§ Mr. Charles R. MorrisIn the late 1960s and early 1970s, as part of its dissemination of the principles of management by objectives, this Department helped to introduce over 40 systematic management by objective schemes covering over 100,000 managers and staff in 10 departments. The underlying concepts have now been absorbed as part of the management approach in these areas of work. They have also been applied more generally within the service informing a wide range of management services and training activities. In the light of experience gained, a national agreement between the official and staff sides of the National Whitley Council on procedures for improving management systems was concluded in 1976; further development work continues in the regional and local offices of the Department of Health and Social Security, Inland Revenue and the Manpower Services Commission.
