Friend has during the last 12 months received 20 letters from parents who consider that their children have special educational needs which could best be met by attendance at a school outside their local education authorities area. In most of these cases local education authorities have declined to give financial support because, in their view, education suitable to the child's needs can be provided in schools maintained by them.
