§ Dr. John CunninghamSince the measures announced on 12th December634W 1977 further steps were announced in the Chancellor of the Exchequer's Budget speech. In addition to the private house insulation scheme, the Chancellor also referred to further measures in the industry and commerce sectors. As my right hon. Friend the Secretary of State said on 12th December 1977, the Government's programme is a continuing one and the Green Paper "Energy Policy"—Cmnd. 7101—makes plain the Government's intention to bring forward further measures as and when necessary.
