§ Mr. Merlyn ReesThe purpose of the proposal, which is only in its early stages, is, by reuniting a woman and her children for a longer period than is possible during the normal visiting arrangements, to help to maintain family ties during imprisonment and thereby to make it easier for a prisoner and her family to resettle into stable family relationships on her release. It is no part of the proposal to provide for conjugal visits.
