§ Mr. TomlinsonNo. It is not the Government's policy to insist upon preconditions for acceptance of the three applications, which the Government support on general political grounds. Nevertheless it is a well known objective of the Government to minimise agricultural surpluses, and the Government will obviously have this objective in mind in the context of enlargement.
