Mr. Gwynfor Evans

asked the Secretary of State for the Environment what was the actual allocation to England in 1978–79 under the housing investment programme and what would have been the allocation according to need, showing £ million at provisional outturn prices.

Capital allocations to local housing authorities in England for 1978–79 totalled £2,432 million at provisional outturn prices. The national total was determined having regard to housing

number of civil servants now employed in each.

needs, as described in Chapter 2 of the Green Paper on housing policy (Cmnd. 6851), to a rate at which authorities could reasonably be expected to tackle them, and to Government decisions on public expenditure on other programmes, as set out in the expenditure White Paper (Cmnd. 7049).
