asked the Minister for the Civil Service if he will list those topics on which it is not his practice to answer parliamentary Questions; and if he will list any changes in practice since 1972, indicating in each case the date on which the change was made and the relevant reference in the Official Report.

It is my practice to be as helpful as possible, consistent with the need to protect personal and commercial confidentiality, and security. It is not possible to provide a definitive and exhaustive list of Questions which I would exceptionally decline to answer other than on grounds of cost, but, by way of example, details of the information used in evaluating tenders for computer projects and information supplied on a confidentail basis by outside organisations to the Civil Service Pay Research Unit would fall into this category.
