asked the Secretary of State for the Home Department to what he attributes the constant increase in the number of people brought before the courts on shoplifting charges.

There are many possible explanations of the increase including—in addition to the weakness of human nature—the greater accessibility of goods, the increased vigilance of retailers in the detection of shoplifters and a greater willingness to report offenders and to press for prosecution.
