§ Mr. Arthur Lewisasked the Secretary of State for Transport when he first started consulting motoring organisations and other interested bodies on matters connected with the new Highway Code; when this new code was eventually published, what new rules and regulations affecting motoring and the highways were made between these two dates and what has been the total cost to date of all matters pertaining to the publishing of this document.
§ Mr. HoramMotoring organisations and other interested bodies were invited to comment on a draft of the Highway Code issued in January 1975. The code was published on 14th March 1978. I am writing to my hon. Friend about the806W rules and regulations issued between these dates. I regret that information requested about costs is not available.

§ Mr. HoramA draft of the new code was published as a Green Paper in January 1975. Comments were invited from about 80 interested organisations. A revised draft was debated in this House on 8th November 1976 and in another place on 9th December 1976—[Vol. 919, col. 125: Vol. 378, col. 715.] The final text was laid before both Houses in July 1977 and approved in November 1977.
