asked the Minister for the Civil Service what are the reasons for the rise or fall in the numbers and costs of the staff in post of the Civil Service listed in his reply to the hon. Member for Hampstead (Mr. Finsberg) [Official Report, 1st December 1977, c. 289].

The reply I gave to the hon. Member for Hampstead (Mr. Finsberg) on 1st December 1977 described the machinery of government changes which affected the number of civil servants between the two relevant dates. Civil Service Statistics, which is available in the Library of the House, also contains annual details of changes in work load affecting Civil Service numbers. My previous reply did not cover costs.
