§ Mr. Hugh D. BrownThe final allocations for 1978–79, yet to be announced, will permit a modest increase by authorities collectively over their present rate of spending on housing in real terms. It is for local authorities themselves to decide according to their needs how to apportion their expenditure between new building and renovations.
