§ Mr. TomlinsonTotal estimated expenditure by the Hong Kong Government for the financial year 1978–79 is HK$10,266 million—approximately £1,208 million—an increase of 26 per cent. on 1977. None of the revenue will be raised through additional taxes, borrowing or by drawing on reserves.
