Mr. Rathbone

asked the Chancellor of the Exchequer if he will give the amount of the United Kingdom's aggregate net payment in £ sterling to the European Community budget in 1976, allowing for the temporary subsidies arising from the green pound differential; and what was the ratio of this net payment to the total

revised figures for the public sector borrowing requirement in the years 1975, 1976 and 1977, omitting the contribution to public sector gross domestic capital investment.

Mr. Joel Barnett

The table below analyses the public sector borrowing requirement into the balances on current and on capital account, which together make up the public sector financial deficit, and the financial transactions included in the PSBR. Gross domestic capital formation, including stock building, is a component of the capital account, and is shown separately. The main payments and receipts figures which lead to the balances shown are to be found in Financial Statistics, especially tables 1.1, 2.5 and 2.7.

date: the European Investment Bank, the European Coal and Steel Community, the Social Fund of the Community, the Regional Fund of the Community and the Agricultural Guidance Fund.

Mr. Joel Barnett

The information requested is as follows:

amount of international debt interest payments made by the United Kingdom authorities in 1976.

Mr. Joel Barnett

The United Kingdom's net contribution to the Community Budget in 1976 was £167.3 million. The net figure takes account of all receipts by the United Kingdom from the Community Budget including those in respect of monetary compensatory amounts (mca's) paid to the United Kingdom. Since mid-1976, most mca's have been paid in other member States instead of the United Kingdom. I shall write to the hon. Member about the ratio of the net payment to the Community budget to the total amount of international debt interest payments.

Mr. Rathbone

asked the Chancellor of the Exchequer if he will give the percentage figures representing the ratio of the total gross contributions to total gross receipts for the United Kingdom to and from the European Communities, all sources and purposes, for each of the years 1973–77.
