asked the Secretary of State for Social Services whether decisions appertaining to allocation of central funds are made by the regional health authority or the area health authority (teaching) in the West Midlands area; and which body is responsible for deciding priorities.

Mr. Deakins

The West Midlands Regional Health Authority is responsible for making financial allocations to its area the average for all National Health Service hospitals for the same period.

Mr. Ennals

The figures available for Northwick Park Hospital are as follows:

health authorities, issuing them with guidelines for the development of services, and determining certain regional matters such as the programme of major capital developments. The authority exercises these responsibilities within national policies determined by my right hon. Friend. Area health authorities are responsible for determining local priorities in the light of national and regional policies and, where areas are divided into several districts, for making financial allocations to the districts.
