§ Mr. Hardyasked the Secretary of State for the Environment if he will recommend local authorities in England and Wales to arrange the emptying of cesspools from domestic properties upon payment of the equivalent of the appropriate 642W rate in advance of legislation to amend the Water Act 1973.
§ Mr. MarksIt is for each local authority to decide in advance of legislation whether and to what extent it wishes to subsidise its emptying service by higher general rates.
