§ Mr. Clinton DavisShipping officials of eight West European Governments have signed a memorandum of understanding, operative from 1st July 1978, providing for joint action against substandard ships in the North Sea region in conformity with international obligations. I am arranging for a copy of the memorandum to be placed in the Library of the House.
